In my science class last year, we did an experiment on this. The cup that kept the heat the best out of the ones that we tried was a Styrofoam cup.
Polystyrene (especially the expanded "Styrofoam (R)" type) is a good insulator. Metals are good conductors of heat.The insulating cup will maintain a greater heat differential than the conductor so if there is a liquid in the cup that is at a greater temperature than the surroundings, the metal cup will loose more heat than the polystyrene cup.
A paper cup is not the best insulator. A better insulated cup is the foam cup. However, it is better insulated than other materials such as a metal canteen, due the the heat capacities of the materials. Putting two paper cups to together acts as a decent insulator due to the air between the two cups. This is due the to air being a poor conductor of heat.
If the Stainless Steel cup has no insulation the Styrofoam cup will keep it warm longer.

Putting the cup in the freezer keeps ice from melting. Those cups will slow down the melting rate, but if you've got ice at room temperature it's gonna melt eventually. Having said that, ice will melt slowest in a styrofoam cup.
