yes it is because it is attached to the tree and the tree is alive, also branches normally have leaves on them and leaves are living organisms and they transfer the photosynthesis through the branches to give it to the trunk of the tree

This depends on where the branch is located: is it still attached to the tree/bush, or on the ground?

If it's on the tree/bush, it is still alive, because it is attached to a living thing.

If it's on the ground, then it is dead, because there is no life force for it to live off of.

Dry leaves are nonliving. Leaves that are still attached to the stem are probably living.
