No, they are not. Green onions have a stronger flavor than chives. They are also larger. Some people use them interchangeably, though others are firmly against it. As a general rule of thumb, if a recipe calls for chives and all you have are green onions, use less.

The term scallion has more than one meaning - to some it is just a green onion, to some it is the Welsh onion which is a distinct variety of onion and to others is a young leek or shallot- however it is never a chive. Chives (Allium schoenoprasum) are a distinct mild species of onion and readily available under that name in the US .
