The manner of identifying instrument families (a part of the branch of musical acoustics called Organology) has a classification tree-like structure. Woodwinds form one branch of that tree, branching from the wind-actuated instruments.

As trees do, the wind-actuated branch branches, and each branch identifies the instruments in it by the way wind is used to actuate them (i.e. make them sound).

The pan Flute belongs to the woodwind family because it is a flute. In fact, within the flue-pipe-subdivision of wind instruments, the pan flute (or pan pipe) is somewhat unique, because the edge of the pipe which divides the wind stream from the player's emboucher has no enclosure and is on the edge of the pipe, much like when you blow across the top of a soda bottle. The recorder, penny whistle and other fipple flutes (so named for the block which forms the windway) use an enclosed windway to direct the air stream against the edge which causes the vibrations, while the transverse flute (called German flute in the Baroque period) has the hole across which you blow on the side.

The woodwinds are largely called 'wood' winds because the earliest forms of the instruments were made from wood. The brasses are so-called because they were originally formed of brass tubing. The mouthpieces of each kind of instrument carry the type with them, so Saxophones are woodwinds even though they are made of brass, because they use the single-reed mouthpiece similar to clarinets, which are still most often made of wood. Likewise, flutes, now generally made of metal, were originally entirely made of wood.

The pan flutes are normally made of wood or a particular chambered reed (such as bamboo), and are considered woodwinds because of their origin, in addition to being a type of flute, which are members of the woodwind family.
