The manner of identifying instrument families (a part of the branch of musical acoustics called Organology) has a classification tree-like structure. Woodwinds form one branch of that tree, branching from the wind-actuated instruments.

The pan Flute belongs to the woodwind family because it is a flute. In fact, within the flue-pipe-subdivision of wind instruments, the pan flute (or pan pipe) is somewhat unique, because the edge of the pipe which divides the wind stream from the player's emboucher has no enclosure and is on the edge of the pipe, much like when you blow across the top of a soda bottle.
