Is a level 19 hunter twink better the a level 19 rouge twink in World of Warcraft?

It kind of depends hunters are awesome in all but all there damage is in range and a warrioer or rogue could easily slow you down and kill you if your a rogue your close range and you have advantage but if a hunter shows up in the picture you can't really speed up and catch them you could use sprint but it doesn't last that long so either or
I both have 19 rogue twink and 29 hunter twink
