This depends if you are referring to Mega Charizard X or Mega Charizard Y. Mega Charizard X is black and blue with darker blue wings. Mega Charizard Y has similar coloring to regular Charizard and is orange and yellow with turquoise wings.
You can Mega Evolve Charizard as soon as he reaches level 36 and is holding the held item of either Charizardite Y or X. Mega evolution doesn't permanently evolve the Pokémon, rather during battles you can mega evolve him for different typing/ability/and base stat totals. Keep in mind you can only mega evolve during battle and that it has no effect outside of it. This means after you win the battle, Charizard will revert back to his original form and keep on learning moves.
Charizard is not capable of naturally evolving further however as of Pokémon X and Pokémon Y, Charizard is capable of mega evolving into Charizard X or Charizard Y. Charizard can also Mega Evolve into two forms: Mega Charizard X or Y using Charizardite X or Y. Mega evolution, unlike regular evolution, is temporary, only happening during battle.
