Well, it is in a sense seeing that it is a degree that is after high school school, but most would consider post secondary education the associate and bachelor's degree. The master's most would consider post bachelor's degree.

What makes a bachelor's degree holder more qualified for a job than a high school degree holder with 4 years experience?

You are correct, experience does count for allot. But look at it from the company point of view. In that 4 years the bachelor's degree person has learned about things that the school leaver knows nothing about and in a year or so the company will have an experienced graduate with all this extra learning and ability working for them and not just a school leaver with 6 years experience. Completing a tertiary degree such as a Bachelor's or Master's Degree shows commitment and also an underlying understanding of the theory. Although this is not necessarily applicable in a real-life work environment it helps to give a grounding and fundamental understanding of the field. It also adds credibility to your name and will distinguish you from those without a tertiary degree. It is more than anything a way of marketing yourself and selling yourself with an extra 'feature'.
