The general rule to go by is like dissolves like.

Polar substance will dissolve other polar substances while nonpolar substances will dissolve other nonpolar substances.

It depends on the solvent. If the solvent is polar, it will dissolve other polar substances and many ionic substances. If the solvent is nonpolar, it will dissolve only other nonpolar substances.
