Yes. Lizards and snakes are both in order Squamata (the scaled reptiles), so the two groups are more closely related to each other than they are to any other groups. Lizards is a paraphyletic group that's basically defined as "all squamates that aren't snakes."

The opposite actually, legs were evolved after millions of years. Or if you're a creationist God took away the snakes legs when it wickedly decieved Adam and Eve.
