This constant release of energy continuously excites the surrounding electrons in the air. When these excited electrons fall back into a lower energy state, they must conserve energy by releasing electromagnetic radiation, some of which have energies corresponding to the visible light spectrum.

On switching it off, the chances are reduced as the source of heat has been switched off and slowly the temperature will return to normal.
