If your talking about an enginered small breed like a "toy" jack Russell then most definatley no!!

but if your talking about normal sized terriers such as scottish highland terrier then yes its very safe, actually most terriers make superb hunting dogs : )

Yes and no. Wild foxes can be dangerous around any dog, and have been known to kill and eat a small-breed dog in the wild. If the fox is a pet, they should be okay with a dog as long as they are raised around them.
