It is an insulator.
Insulator
Yes, though the question arises, why.
If it's dry, no. If it's wet, yes. It's the water doing the conducting, with tiny amounts of stuff in it that it dissolves from the wood.
The answer will depend on how wide and thick it is.
It looks like a big popsicle stick
Metal is a conductor and the electricity will easily flow through it.

Break a tree and then open your inventory (i), put them in one of the bottom of where you have to craft the items, you should get a wooden plank, put the wooden plank in all of the crafting place, you shuld get a craft plank, get wood , stone , iron , gold , diamond. get one of the blocks and put one in the middle and put one above that, get sticks and put one underneath the block in the middle then you will get a pick axe ( to mine things). Jeshh - Yes, that is basically correct. you punch a tree to get wood. Once you have atleast 7 or more, open you inventory and craft a crafting table. Then, convert the wood into planks, and then into stick, but dont convert ALL of them in to sticks. leave 3 or more as planks. then you place a stick on the middle bottom and one on top of it. then a wooden plank above the stick, and to both sides. And there you have a wooden pick. You can also do the same with stone, iron, gold or diamond instead of the wooden planks at the top. Hope this helped!
