Yes. It was debated many years, but they finally decided that anything with seeds was a fruit and anything without seeds was a vegetable.

In a way, yes. What the plant or tree produces is considered the "fruit" of that plant or tree, such as lemons, apples, berries, pecans, melons, etc.
But that doesn't mean every thing produced by plants and trees is considered fruit. For example, pecans are produced by a pecan tree, but they aren't a fruit, they are a nut. Also, many flower plants produce seeds, but they aren't considered a fruit, either.
