Morals are on a per-person basis. This is an opinionated question with no right answer.
What is moral changes from day to day. However it is not acceptable because it only serves to satisfy the feelings of someone that wants someone else dead to make them self feel good. and puts people under the impression that if you can think of a reason good enough it is ok to kill in cold blood just like the government does. Never mind the possibility of having god it wrong in the first place.
Yes capital punishment should be enforced if you in fact have the evidence to prosecute for a violent crime meaning harmful attacks, raping, child molestation or murder then why feed someone who is so savage to us as humans. Its only fair to the victims family to up hold capital punishment.
Hebrews 10
English Standard Version (ESV)
28 Anyone who has set aside the law of Moses dies without mercy on the evidence of two or three witnesses. 29 How much worse punishment, do you think, will be deserved by the one who has trampled underfoot the Son of God, and has profaned the blood of the covenant by which he was sanctified, and has outraged the Spirit of grace? 30 For we know him who said, “Vengeance is mine; I will repay.” And again, “The Lord will judge his people.”

Kant also believed that it was more effective to reform individuals through education and moral guidance instead of resorting to extreme punishment.
