Depending on the composte glue material used to bind or finish the fiber. Typically the cheaper alternatives are not however it is alot more fire retardant than most other materials used for similar applications. A resin type glue such as epoxy would be scorch proof but that being said if you heat annything up to a certain point it will combust. everything has its tolerances.

Technically, it can be, if you make it thick enough. Though it has a very good tensile strength, carbon fiber is not a particularly good choice for ballistic impact protection because of its relatively low shock strength. If the application requires a stiff material such as a composite, Kevlar composite is a better choice.

Carbon fiber has very high tensile strength due to the carbon fibers encased in epoxy. If you pulled a piece of carbon fiber it will withstand a high degree of force before failure.

At the same time carbon fiber is succeptable to facture caused by impact. That is the reason many comsumer goods have a backing material in addition to the carbon fiber. This helps strengthen the carbon fiber in the "fracture department". http://www.carbonfiberdesigns.com has products that show carbon fiber with a backing material. For example the pens have a metal tube encased with carbon fiber to provide additional resistence to fracture if dropped.
