One stick of chap-stick will not kill a dog. However, if the dog ate the plastic that covered it you may have a problem. Any part of this plastic could get caught in the dogs intestines and cause a blockage. This is a serious condition and often requires surgery. If your dog is panting more than normal or is not eating food, or looks bloated you should take your dog the the vet right away.
