Yes - however, you cannot wear anything visible or that would interfere with uniform appearance while on duty. Basically, that means you can only wear pierced earrings while on duty, but only if it's not a safety hazard or would interfere with safety equipment on duty. Nose, eye, lip rings, etc., aren't authorized for wear on duty.

Most people aboard Navy vessels don't tend to wear much jewelry of any type anyway, especially in Engineering or Electrical/Electronic rates, save for maybe a watch. There are just too many risks that jewelry can get caught in machinery, be an electrocution hazard, or even get caught on something if you slip going down a ladder. More than one sailor has lost their ring finger after losing their footing on a ladder and having their wedding band catch on a ladder rung as they were falling.

Bottom line is that Navy vessels are dangerous places to work, and anything that interferes with safety (whether or not the sailor thinks so or not) isn't allowed.
