As far as I know its not illegal as long as its not a fenced in dumpster or is posted, you cannot open a gate to get to one, what part of WV are you from, I have been doing this for a couple years now, and have had no problems, although I can't find anyone to do this with.
The laws vary from state to state in regards to dumpsters in public areas,In some states the contents of the dumpster are considered the property of the waste facilitiy that owns and supplies the dumpster and it is considered theft to remove any items from that dumpster.
In some states if the dumpster is enclosed behind a fence and has a gate you can not enter that area to reach the dumpster.In all 50 states you can not tresspass on private property to search through a dumpster or trash cans that are on said property,such as if a homeowner is remodling there house and has a dumpster there for construction refuse..
There are also county/city/town ordinances that can make dumpster diving illegal even if state law permits it.
The vast majority of the time dumpster diving is very far down on the list of laws to enforce and mostly goes unnoticed..

No,As long As there is not a padlock or Chained Fence than it is legal to take from dumpster as long as you don't vandalize the store or dumpster. No reason to not dumpster dive lots of good electronics,food,pet supplies, furniture,are thrown away daily
it can be illegal if you do not get permission from the owner of the store, and if they say yes (which they wont) and you get injured they might think you would sue them. hope this information works :D
It is not illegal to pick through trash residents have put at the curb for pickup. However, venturing onto private property to dumpster dive is trespassing.
