Distributing the emulators themselves is not illegal. Distributing the games is.
Technically yes. But some countries allow you to own a backup of games you own making roms of these games legal.
No, it's not.

How can emulation, or using an emulator be illegal, even if you don't own the game? From what I know about copyright laws and such, there is nothing illegal about playing an emulated game, even if you don't own it, simply because: 1 it is currently not being produced (so that is not affecting the creator to lose money) 2 you are not selling it 3 you are not putting it online 4 you are not claiming it as yours. As long as you follow these guidelines, aren't emulated games and emulators legal? Also, even if it is entirely illegal, how can they blame the minor problem (people using it), compared to the root of it? (people who put it online), especially since people (like me) are under informed about copyright laws to begin with! Thank you for reading all of this, I hope someone can give a strait answer, and not just quote pages of a law book.
you go into emulation on the top left and look down the list until you see cheats written on the list
You can figure out by going to the options menu, then joypad, then configure and pick a joypad configuration. You can also choose what key's on a keyboard you want to use for the emulation.
In the US, human cloning still is illegal .

What you are asking for is emulation. Emulation is the porting of a console game to a computer, and is illegal if you do not own a copy of the game yourself. Anyways, if you play Mario Kart Wii on your computer you cannot use any Wi-Fi functionality. Do not ask about illegal activities on Answers.com.
No emulation, no progress

Check to make sure the driver matches the printer emulation mode.
