No fog isn't precipitation. Mist is though especially Scotch mist. Fog isn't precipitation because it is suspended, like a cloud, and never falls like rain and cannot be measured. Virga is precipitation that evaporates before hitting the ground and Scotch mist is almost like a very very fine rain.

Not any other gases than what is found in normal everyday air. Fog is precipitation/moisture plus cold which causes condensation and higher density. This creates a log layer beginning at the surface of land or water.

No. water vapour is invisible. Fog is tiny droplets of water, where water vapour has condensed into liquid water (droplets small enough to "float").

Fog contains condensation, but in moisture laden air. The cold condenses the moisture, making the fog cloud heavier or denser. It begins to form fog at the surface, and spread out.
