At this stage it should be strictly left alone as trying to forcibly retract it would be like tearing a fingernail of the finger and would cause serious scaring to the membrane that covers the glans as well as the membrane that covers the inner foreskin. In time the glans separate from the foreskin ant they become separate entities except at one point where when the fore skin is retracted the fraenulum is a fine piece of skin that attaches the bottom of the foreskin to the bottom of the glans. This has the effect of pulling the foreskin back over the glans when the penis is no longer erect. The foreskin can be tight around the glans though and ifit is foreskin stretching exercises may be initiated that wil get it to move backwards and forwards over the glans as it should.
