Gallium is an irritant and corrosive. Inhalation, injestion and contact result in damage to the exposed tissues. Chronic inhalation is thought to reduce bone marrow production. Carcinogenic and mutagenic effects are not well investigated at the time of this writing.
None of the isotopes of gallium ordinarily found in nature is radioactive. As with all elements, there are radioactive synthetic isotopes of gallium.
Yes
A thermometer in which the liquid is blue or red probably contains alcohol with a coloring agent added to make it easier to see. If the liquid is silvery and metallic-looking, it's most likely mercury or one of the new less toxic alloys such as Galinstan (gallium, indium, and tin).
Yes, toxic waste is classed as toxic (dangerous to the environment).
No it is not toxic

Red or blue - alcohol. Silver - mercury. There are some other possibilities as well (Galinstan, for instance), but those are by far the most likely.
The alloy Galinstan is made from gallium (Ga), indium (In) and tin (Sn). The mix is 68.5% gallium, 21.5% indium, 10% tin. Galinstan, which is trademarked by Geratherm Medical AG., is used to replace mercury in a number of applications. Making this alloy is similar to manufacturing most any other alloy: mix the individual ingredients and then melt the mixture to produce the finished product. A link can be found below.
