Decomposers are animals (some are, but others could be fungi, moss or mold) and when the tertiary consumer dies, a decomposer comes and "breaks down" the tertiary consumer. I don't know what eats a decomposer (I think birds probably eat earthworms), so really decomposers are at the end of the food chain, and the producers (plants), are at the beginning.
