Depends on how 'art' and 'science' are defined. Our everyday behaviour could be described as scientific, since we predict what will happen in the future based on our experience of the past. However, humans do not have to act rationally. We could call it 'art' because it involves some degree of imagination and creativity, but HRM is ultimately linked to profit so that these factors are never allowed free rein.
