Yes. But not the kind that gets all the bad press. It is a corticosteroid.
There are two basic types of steroids. Anabolic steroids are the ones used and abused by body builders and athletes to help build muscle and enhance performance. Corticosteroids are are are used in many forms swelling and inflamation from a variety of causes that may result in anything from itching to anaphylactic shock.
Used as directed by package directions or your doctor's instructions, hydrocortisone is safe and effective. (This is not to say that it and other corticosteroids can't be dangerous if misused.) It is not generally considered a performence enhancing drug (but check the rules for your specific sports organization.)
Hydrocortisone is a glucocorticoid, which is a steroid. There are many different steroids in the body, such as cholesterol, testosterone, cortisone, estrogen, etc. Hydrocortisone is a synthetic form of one of these.

No
the molar mass of cortisone acetate is about 403.2 g/mol.
Could a given preparation containing hydrocortisone acetate also contain codeine? Yes, it could.Would a rational person expect it to? No, he would not. Hydrocortisone acetate is a specific compound that is more or less exactly unlike codeine. You may be thinking of hydrocodone, which isn't exactly codeine either, but is at least a closely related compound (hydrocodone differs from codeine in having a =O where codeine has an -OH).

it is a steoroid
The half-life of Hydrocortisone Acetate is 1.5 to 3.5 hours. So basically, start with a certain number of milligrams of the drug at the time it was administered and every 2 1/2 hours cut that number in half. Repeat until there is less than about 1/1000th the therapeutic dose amount (NOEL) No Observable Effect Level. Obviously its effect, both positive and side-effects are reduced significantly before that. This half-life was determined by oral administration. Dermally (skin) the rate at which it passes through the skin would have to be determined.
