Sure they are taxable income and taxed the same as other income on your 1040 income tax form.

What information form is the mineral rights income reported to you on????? You should have some instructions on the back of one of the copies telling you how the amount should be reported on your 1040 income tax form.

Go to the IRS gov website and use the search box for the form number 1099-?????? that you have and go through the pages until you find the instruction for that form number that you have in your hand.
