You should not be worried at all. What you have is a very common, normal occurence in most males. These are called "pearly penile papules" and are completely harmless. They take several different forms...one form is as you described as being small bumps on the undersde of the penis. They will also appear along the ridge of the head as reddish or skin colored bumps, and may occasionally appear white there also. They will also appear on the shaft itself as small, raised flesh-colored bumps that do not cause pain or discomfort. These are especially prevalent on the underside near hair growth, and will in fact look like hair follicles.
