generally speaking, YES. Unless it is a room designated for the dog. He needs to feel comfortable and anxiety free when in said room. He need food, water, a place to lay down, and something to chew on. Also dont make this room a form of punishment or every time he goes there he will think he did something wrong and wont like going to the room. Also make sure to walk him whenever possible, and gradually introduce him to the concept of being alone in the room. start with 5 minutes, then 10, 20, 30, an hour, 2 hours, ... until he knows you're going to come back and then he wont feel anxious or the need to act out.
If your dog bites another dog inGermany, I would be more worried about your dog getting a disease rether than the dog in germany. Punish the dog depending on how bad the bite is.\

It is better than putting up a fence or putting it in a cage. It keeps your dog under control and teaches it respect and discipline. On the other hand, do not use it too much, it may cause your dog to rebel. You should not even try using it . it can hurt a dog alot
I kept my westie in a puppy pen whilst it needed it but they dont actually need to stay in a cage. If you are putting it in a cage for transportation you should make sure that your cage is not too big so your dog will not slide around, also it will discourage it from soiling the cage as it doesnt like to sleep next to its soil. But the dog should be able to sit down in it without straining its head and neck

Well it depends on what kind a dog it is. I suggest you put it in the cage for a few minutes and take it out the cage when it's dry. Additionally, never leave the dog in a cage for hours and hours as it needs air.
Place the cage in a small room. Hide treats the dog enjoys in the cage. Because the dog fears the cage and takes it as a punishment the dog will soon start to see the cage as a suprise after finding the treats every time the dog will start to walk into the cage in its own whenever it wants to and stop crying or barking.
By asking: 'punish them', it sound like you want to punish the people that got bit. You probably mean how to punish the dog. Usually punishing an animal long after the biting will get no result as the animal will not understand as to why it is being punished. Prevent the animal from biting in the first place and you wont have to punish. if you still mean 'punish the people' then make funny faces at them and threaten to sue them for dental work required to your dog (LOL).

you should put your dog in a cage when it purposly disobeyes you or does something it should not have done if you put your dog in a cage everytime you leave your house it wont be a punishment when they do something wrong.
