Not always; it depends on what you're trying to do. A higher mechanical advantage usually means that the end you're doing the work on has to move a longer way. If you've got, say, a block and tackle pulley system, it may be easier to exert a force of 20 ounces than 20 pounds ... but a 20-pound force isn't too much for most people to handle, and having to pull 16x as much rope gets tedious.
