I think you mean volts given the numbers you specify. To determine which costs more to run you need to multiply Volts x Amps. The circuit with the higher value will cost more to operate.
No, they only use the power drawn from the service. The fact that is is 220 amp or 110 amp makes no difference. It is the load that is applied that determines the amount used.

Whenever you have the electric available to do so, always choose the higher voltage. Reason being if you look at the spec plate on the motor you will see that the amp draw is significantly less when wired for 220. In some cases depending on the horsepower and the brand the difference can be as much as half. Lower amp draw equates to a cheaper operating cost.

WHAT I HAVE IS A 220 VOLT 100 AMP SPEEDWAY SERIES. ITS LIKE THE MACHINE DOESNT WANT TO HOT ENOUGH. TRANSFORMER HAS DOUBLE MOVABLE CORE. You need a 110 to 220 volt transformer capable of providing at least 100 amperes on the 220 side. This transformer will pull more than 200 amperes from the 110 outlet. You may need an electrician to rewire your breaker panel and service connection.
