Are you (19-year-old) still in high school, and is the teacher a highs school teacher? If so, it is unethical and the school may consider it misconduct.

Both have their advantages and disadvantages. An old teacher has many years of experience but may have become bogged down in their teaching style. In more dynamic subjects, they may not be entirely up-to-date. A new teacher (I assume you don't mean a tracher - whatever that might be!) may bring more up-to-date knowledge and ideas, but will not have the depth of experience.
