Absolutely not. Before flashing lights were put on cars, hand signals were all that was available to indicate a turn. In fact, hand signals were once required (in Louisiana, at least) even if your vehicle had flashing signal lights. If you don't have turn signal lights then you must use hand signals.
The PA Motor Vehicle Code, § 3334. Turning movements and required signals- says that you will use your turn signals or hand signals when you are turning or changing lanes.

No turn signals are not by law required, as long as you have your headlight, brake light, and you know the hand signals for turning on a bike than you don't need flashers. But if you're not using flashers, you are still required to use hand signals
Not necessarily. Some cars were made with trafficators or no signals at all and these are legal to drive. But if the car is fitted with flashing indicators, they must work for the car to be considered road worthy. If you get caught driving a car with broken indicators, you'll probably just a get a defective vehicle notice. If the car was never fitted with indicators, you must learn the hand signals.

Using hand signals, the referee's do not need to walk over to the table and tell exactly what foul occurred, instead they use hand signals to describe the foul and which player committed the foul.
You do not have to have blinkers on a motorcycle in Texas. If you do have blinkers they have to work properly. But if you DO NOT have blinkers you can still get the bike inspected and you will have to use hand signals or risk getting pulled over for not using hand signals.
