FWC divides animals into 3 classes. Class I animals (lions, tigers, bears, chimpanzees elephants, etc) can not be kept as pets. They require 5 acres of land, experience, husbandry forms, contingency plans, insurance or bond, and a buffer zone for some species. Class II animals (macaques, cougars, lynx, serval, wolves/wolf-dog hybrid) can be kept for pets, but the following criteria must be met: 1) 2.5 acres of land, species specific caging, a husbandry form, emergency plan, 2 letters of recomendation(1 from other licesned person), and 1,000 hours of experience with the species or 100 hours and the taking of a test. Class III animals (squirrel monkeys, marmosets, tamarins, etc) don't require experience, but still require the husbandry form, and species specific caging. Capuchins, Howler and spider monkeys are the exception. Although they are considered class III, owners need to meet all of the class II requirements except the 2.5 acres of land.
