it depends where you live. it's different almost everywhere. certain types of owls are legal in a few parts of the world, but in general, owls aren't legal pets. google your local government 'legal pet list', and if you can't find anything there, call the number on their website. i did some research and i couldn't find anything about the screech owl, but do more research because you could spend a lot more time on it that i can. PS. the eastern screech owl is the owl that harry potter had in the movie, which means there's a good chance it IS legal. producers rarely put illegal pets in movies, as once the viewers see them, they want them, and the rates of illegal pets being owned would go up. ...but it's no science. as i said, do some research. The owl in harry potter is not a screech owl, its a Snowy Owl or what they call a Great White Owl- good chance its illegal...
