Legally speaking - if you are picking them up along the railroad's right-of-way, you are trespassing, and everytihing you find on the right-of-way belongs to the railroad company. So, technically, yes, you are not only trespassing you are committing theft of railroad property.
It is not illegal for a person to put up fence spikes on their property. These are often placed to deter animals.

A scrap yard, I've been walking down the tracks and filling up a backpack. 10 lbs. is worth about a dollar. I think it might be illegal but most people probably wouldnt think twice about it if they saw you doing it.

It's certainly illegal to drop or spew trash on the roadways, whether the law specfically applies to pick-up trucks or not - call the nearest NY State Police barracks and ask.
You dont need to buy them. You can walk along a railroad track and find them just laying there. I picked up about 5 myself going mushroom hunting. Or you can buy them on google shopping for about 10-20 dollars, I chose the free way.
I can tell you this if you are next to railroad track it's a mistake I was on the side road drawing a picture of two railroad locomotives & there police came & asked if I had a contract for this art work with the railroad & am i doing this for the railroad my answer was no so I had to go I was on railroad property & that alone was a no no It looked like a side road to me I would say picking up anything you will be a no no & a permit no way for what ever is there it is railroad property
Hedgehog spikes really aren't as sharp as they look. They can be prickly at the ends and if you randomly touch it, but if it's a tame hedgehog, the quills will lay themselves down, so it won't hurt to pet or pick up a hedgehog.
