The answer to this question varies from state to state -you must check the laws of your own state. In some states, even if adults are allowed to ride without helmets, minors under a certain age are still REQUIRED to wear them.

Depending on country you are taling about, in countires like australia and Britian when you are using a veichle on the road with our motor viechles you have to wear a helmet because you are not allowed to ride on the footpaths.
