Can police take pictures without permission?
Police officers may take pictures without permission to the extent that a member of the public may lawfully do the same. Additionally, police officers may take pictures in any place where they are lawfully present, and may only do so for lawful purposes. For example, a police officer executing a search warrant may take pictures for use as evidence.

Why are some pictures on Google is blurry?
It depends what the picture is. Certain images such as advertisements are not allowed to be shown without the permission of the picture's owner (copyright). People's faces are not allowed to be shown because of privacy laws. Even though the people are in a public place, their facers cannot be shown without their consent. Google simply chose to blur peoples faces, and adverts etc - rather than go to the expense of seeking permission.
