Usually when it itches it means that it is healing. If you recently were pierced then that explains it. If you have recently changed the piercing from one that you had in along time then that is another possible reason. I know that I have the same hoop in for a year or two at a time and when I change it for a barbell it itches for a day or two. It is the skin stretching. If it is swollen, red, or has a discharge then you may want to go in if you have had the piercing for more than a month or two. I know that mine took about 4 months to heal and it itched during that time but after that only when I change the jewelry.

No you shouldnt. the chlorine in the water can over dry a new piercing.
No, that is not OK. Remove the piercing, try rinsing with a mild disinfectant(like a saline solution), let the infection clear up.

It all depends on how long you have had your piercing. If it has been more than 1 month, it might be infected. But if it is relatively new, that is perfectly normal. In both cases, just keep cleaning it with a sea salt and water solution and it should be OK. If is persists, go to your piercer, and they should be able to tell you and give you further instructions. Yes it is, when my family got one, he had a belly button and we were also conserned so we asked our breeder and he told us the it was tottaly ok and would not affect breeding of showing eather. :)
