No, this is not ideal at all. Cooled boiled water with salt can help at keeping infection at bay for a short time, but in no way is it a ideal treatment. Any wound found on a pet should be looked at by a vet, as open wounds can very easily become infected. A vet will be able to administer antibiotics and other treatment if needed.

If the animal is not other wise sick or the wound is not infected than this alone should be ok.
