Bleach is a very caustic chemical. If you keep the ratio to water pretty high, it would be safe on most materials on the exterior. You would not want it to come in contact with any cloth or plastics inside.

As far as it being safe for the birds to drink, yes either tap water or water from your garden hose is fine. The only issue you might have is the need to clean water scale and mineral build-up from the bird bath on occasion; use diluted bleach to clean it.

Okay, I just tried to clean my white-cloth shoes with a scotch rag and softsoap. I'll let them dry in the sun since it's 104 degrees here. So far, it looks like the green from the scotch rag worn off a little on my shoes. I may have to get them sitting in bleach. I read somewhere that you should set the shoes in mild dish detergent with a little bleach. Maybe I'll try that one, but for the momento, I don't recommend what I did in the first place. :)
If you are emptying all the water from the tank and cleaning it for storage then cleaning the tank with a solution of 10% or less bleech in water would be okay. Be sure to rinse the tank well. After it has dried over a period of time the bleach will have dissipated to the air. *keep in mind bleach should net be used on porous fish tank decorations.

With a fine cloth (smooth) and some water, It's okay to get them a little wet, just don't drown them in the sink. And if you have a cover for them clean them individually with water andany kind of clean cloth or rag or clothes. Don't get water in the battery compartment!
