You can wear it early in the day if your going to a funeral or a wedding. But other then that no sooner then 7:00 pm.
Yes, you can certainly wear the same dress for an an afternoon wedding and an evening reception. It may be more suitable to wear something a little more evening-appropriate, even if you're slightly overdressed for the wedding (rather than vice-versa).
Yes. Whenever there is confusion, it is advisable to call the host or hostess and ask what is expected. However, typically an evening wedding would require a suit unless otherwise noted.

Yes for adults
A seersucker suit is meant for morning or afternoon; if this wedding is at 4 or 5; there is most likely a reception following. If you plan on staying much past 6pm - I'd wear something different.
Around 7:30 PM

Black Heart Event: » Blue Bar » 3:00 pm to 5:00 pm » Muffy has a black heart color or higher

If your wedding is on a weekend then 6 PM is a good time for a June wedding. If your wedding happens to be on a week day (some are) then 6:30 PM is a better time so your guests can get home from work and have time to get ready for the wedding. Be sure finger foods are immediately served to guests at the reception as the guests will be hungry. With such a late wedding (bride/groom will be getting pictures done) dinner will be later than most people generally have their dinner.
