Tsunamis are usually caused by earthquakes or volcanoes that cause tremors in the earth in/under/near the ocean. These events can trigger massive waves when they leave the deep water and approach land. So, if there's a large earthquake or volcanic eruption somewhere near the ocean, it's usually a sure bet that you will see increased wave size, perhaps even tsunamis, on adjacent coasts.

Only in a very limited fashion. When a tsunami is triggered it takes time for it to reach a location that is in danger, sometimes several hours. This gives time to warn people who are in the path of it.

Scientist are developing a $100 Billion dollar type of machine that they set on the 7 oceans, machines that would detect tsunamis or unusual movement of the tectonic plates, unfortunately this type of machine isn't done yet, and will probably take sometime to. Massive earthquakes is a sign of a tsunami, if your living on the coastline, move to a higher ground regardless of how massive the quake you felt was. Usually cities impose a siren warning, but city officers are as clueless as you are, you need to be prepared and watchful.

If the earthquake is carefully monitored, the tsunami's wave size and arrival time can be roughly predicted, but as scientists cannot predict earthquakes, it makes it difficult.
