It does but there are areas of concern it does not address and a better way with carpets would be to use an aerosol like Precor2000 or an adulticide (concentrate) you mix yourself and spray every inch until damp like a pro does although it would take a couple hours to dry out. Getting all that salt out of your carpet and living with it till you get results would probably not be desirable. The aerosol method has its advantages, you can easily treat soft furniture, the droplets are optimum size for deep penetration in your carpet and it contains a growth regulator in the mix- although it is not cheap.

It is highly advisable not to rub salt on your cat. Firstly, salt alone will not kill a flea and secondly, the salt will likely irritate the cat's skin and will likely cause discomfort.

If your cat has fleas, it is advisable to talk to your vet about effective and safe flea treatments.

It's safe but it won't be effective. Salt kills flea eggs by drawing moisture out of them. As far as I can tell it doesn't kill hatched fleas. It has to be in contact with the eggs for a few days, and the flea problem goes away as your current fleas die off. If you put salt on a dog, the dog will lick it off, shake it off, roll around in the grass it off, and it won't stay on the eggs long enough to kill them.
