There is no law that stipulates that all children who are 12 years or less should sit at the back in a car. It is only safer that young children should be at the back and belted up.

Most flights have specific seating, and in those cases it is necessary to sit in your assigned seat. Some airlines are less restrictive and allow you to sit where you like. You should check when you make your reservations, or when you are boarding the plane. The flights I am aware of that allow you to sit anywhere are flights to Jamaica, presuming they are still doing it the way they did a few years ago.
