I don't think there are any legal issues about it, since 14 and 16 are both underage (although there would be problems in two years, when one's 16 and the other 18); however, there may be some moral issues that you'll have to think about.
If you really like each other you can try to work it out, but I'd advise you to go slowly and think about any important decisions before you make them. It's ultimately up to you, but you should probably consult your parents or at least consider whether or not (and how badly) they might freak if they thought the other person was too old/young for you.

You don't want 16-year-olds taking advantage of 12-year-olds, and age of consent laws could prevent you from going any farther than first base.
Also, people say that age is just a number, but until you turn 25, you still changing emotionally. The two of you will be on very different emotional levels, and that might hurt your relationship.
However, if you two really love each other, you could wait until the 12-year-old is older, and see if it still works.
But beware of statutory laws once the 16-year-old turns eighteen.

∙ 11y agoWell, there are no dating laws so the two can do as they wish as far as that. However, it comes down to the parents and what they wish to think about this. You cannot go against their word for this matter. It's not common for something like this to happen.
It's wrong of the parents to allow it. A 9yo is a small child and it's possible that the 16yo is a pedophile since they are romantically and sexually attracted to prepubescent children. The CPS would investigate if they knew.
A 9-year-old would be vulnerable to the more experienced 16-year-old, and even if sex is not on their mind it would be inappropriate behaviour and wrong for parents to even consider dating.
