Yes, it's legal in most parts of the world and even marry them. The risk of having a child with deformities or problems with a cousin is as low as if you weren't related at all.The families that has problems have done this for generations and exclusively marry relatives so there's too much inbreeding and not enough fresh DNA. In most countries this is not an issue.
