Yes it is.

Allah says in the Surat al-Noor, Ayah30:

قُل لِّلْمُؤْمِنِينَ يَغُضُّوا مِنْ أَبْصَارِهِمْ وَيَحْفَظُوا فُرُوجَهُمْ ۚ

It would be translated as:

Tell the believing men to lower their gaze and guard their private parts.
