At the atomic level, an atom can become electrically charged by either losing or gaining an electron or electrons. When an atom loses an electron it becomes positively charged. When an atom gains an electron it become negatively charged. This is how certain elements bond with certain other elements.

Electrically neutral matter is matter without a charge.

What is an atom or group of atoms that has become electrically changed?

When an atom or group of atoms becomes electrically charged, it is referred to as an ion. If it has a positive charge (+) it is called a cation, and if it has a negative charge (-), it is called an anion.

The correct answer has to be plasma.

How can materials become electrically charged?

Material can become electrically charged when two different material are brought into close contact, some of the electrons move from one material to another.

How are the states of matter the same?

they can all be changed into other matter in some way, i.e. water can be frozen to become a solid and ice can be melted to become a liquid, or water can be evaporated to become a gas and that type of gas can form into a cloud and rain to become a liquad
