If they are on active duty, or Reservists on active duty, then yes, they are Federal employees. Retired Veterans are considered Federal retirees, as are Disabled Veterans receiving VA benefits.

∙ 9y agoYes, being a member of the military makes that person a federal employee. Their medical insurance and pensions are administered federally, and their ranks (E-5, W-3, etc) have GS equivalents.
