Neon is a noble gas and a single element. unless ur talking about neon and some other molecule or compound this term does not apply. neon is a noble gas. all noble gasses have a full outer shell (octet rule). all elements on the table react and strive to achieve this because having a full outer shell makes the element un-reactive and reduces the energy in that element tremendously.
