no, Homogeneous is a term used when talking about a mixture. It means to have the same appearance through out the mixture. Neon is a noble gas and a single element. unless ur talking about neon and some other molecule or compound this term does not apply. neon is a noble gas. all noble gasses have a full outer shell (octet rule). all elements on the table react and strive to achieve this because having a full outer shell makes the element un-reactive and reduces the energy in that element tremendously.

Neon is an element, and elements cannot be broken down any further. If they could, they wouldn't be elements; they would be compounds. Therefore, Neon is homogeneous. Hope this helps. :)
